Final map preparation is normally done by the planner, but can be done by the controller for an inexperienced planner. If you are having difficulty setting up the base maps and fitting everything around them then contact the mapping coordinator well before the map is due at the printers.
To simplify the map file and give course planners more control over where cosmetic elements are located, the map file itself contains no cosmetics of any kind.
